Job Description
POSITION: Manager of Re-Entry Services

REPORTS TO: Division Director, Workforce Development

STATUS: Full time, Exempt

SALARY RANGE: 45-50K

POSITION SUMMARY: This is a management level position. Work is complex in nature and requires attention to detail. Work involves building and coordinating relationships with program partners, including but not limited to sub-grantees; building sub-grantees capacity to administer federally and locally funded offender programs; analyzing, negotiating and writing contracts; monitoring performance of program staff; developing and monitoring budgets along with Division Director and/or Finance Director as needed; and coordinating activities for internal OIC staff and sub-grantees to ensure improved employment outcomes for ex-offenders, through a full menu of related services delivered by faith and community based organizations as well as by OIC of Broward County.

Assignments are carried out in accordance with contract and funder specifications. Position requires an independent thinker with strong community building skills, knowledge of the barriers faced by ex-offenders and services available in the community to address those barriers. This position requires an individual with experience in project planning, oversight, contract management and program implementation. Familiarity with faith based and community based programs, ex-offender programs and workforce development is essential. Familiarity with WorkForce One systems is preferred.

• Assists Division Director in monitoring program activities to improve employment outcomes and provide transitional and support services leading to employment opportunities for ex-offenders.

• Develops and empowers program staff to realize maximum performance potential.

• Develops marketing strategy to recruit ex-offenders to participate in program.

• Conducts data collection and analysis to ensure contract compliance and accountability.

• Establishes and oversees the process for implementing the ex-offender program, including but not limited to, preparation of monthly reports and other applicable systems to ensure contract goals and objectives are met.

• Prepares briefings, executive summary reports, memoranda, correspondence and other written material as it relates to program development and outcomes.

• Develops RFPs and prepares for bidders conference as required in the prescribed procurement process by funder.

• Under the direction of the Division Director, incumbent will analyze work objectives and write contracts to ensure that contracts are awarded and implemented by date outlined in project timeline.

• Carry out systems to ensure that sub-grantees submit invoices, participant information and all related documents monthly, and verifies invoices for payment.

• Develops training and related instructional materials for training program staff and partners on program implementation, monitoring and evaluation.

• Develops recruitment and retention plan for continued engagement of program participants.

• Attends and provides staff support for community events.

• In coordination with the Employer Services Manager, develops and maintains a collaborative relationship with the local and state corrections agencies, faith and community organizations, Workforce One and business stakeholders to link ex-offenders to workforce resources, employment training, support services, and employment opportunities.

• Interprets and presents the philosophy and goals of the program to faith and community organizations, the general public, the private sector, and workforce development professionals, with a particular focus on promoting and solidifying employment for ex-offenders.

• Evaluates program activities in relation to specified performance goals and submits written reports as requested and/or required by the funder.

• Facilitates and develops technical assistance and delivers monthly forums focused on best practices.

• Analyzes needs assessment data to determine appropriate mix of capacity building activities for sub-grantees and program staff.

• Represents OIC of Broward County on a variety of steering committees related to offender population.

• Develops and maintains a broad menu of employment related services via business, faith and community based organizations.

• Performs other duties as required.

KEY DELIVERABLES • Ensure appropriate enrollment of ex-offenders in all reentry programs as established by funders. • Monitor and report on all placements. • Engage support and build relationships with business community to solidify job opportunities for ex-offenders through collaboration with the Employer Services Manager. • Work collaboratively with the Green Project Manager, Training Coordinators and other managers to ensure utilization and awareness of all programs within OIC. • Manage retention of ex offenders placed in unsubsidized jobs for a minimum of 9 months or as designated by Division Director. • Establish incentive program for participants that align with all program benchmarks and goals to support performance. • Assure that placed customers have an increase in wage percentage as stated in all reentry contracts. • Plan and lead regular meetings on community collaboration initiatives. • Support the development of administrative procedures and tools. • Key deliverables will be periodically updated to reflect new and changing priorities of organization and of funder.

KNOWLEDGES, SKILLS AND ABILITIES • Demonstrated work exposure with ex-offender population, corrections/law enforcement agencies and faith and/or community-based organizations. • Ability to synthesize data and prepare interpretive reports. • Ability to analyze and recommend resolution of problems at the management level. • Ability to lead groups, communicate clearly and to write detailed specifications for comprehensive planning. • Knowledge of strategy and program planning. • Demonstrated skills in project design • Management and supervisory experience • Ability to understand and follow written and oral instructions. • Ability to apply research methodology. • Ability to express ideas, both orally and in writing. • Ability to use a computer at a minimum of intermediate level. • Effective public speaking skills. • Ability to work with diverse groups with multiple barriers. • Demonstrated ability to work independently as well as in a team environment. • Skilled in coalition building.

Requirements
Minimum qualifications and educational requirements: Minimum Bachelor’s degree in Social Sciences, Social work, Psychology or a related field, Masters Degree preferred. Three years experience with prisoner re-entry programs or related field, experience facilitating adult rehabilitation meetings and training sessions. Proven ability to work independently with individuals who possess co-occurring disorders.

Must possess a proven proficiency working Microsoft Word, Excel and PowerPoint. Qualifications may be verified through an exam. Must possess and maintain valid driver’s license and vehicle insurance.
