The Coordinator of Youth Talent Development is responsible for the overall planning and direct implementation of the Region 2000 Workforce Development Board’s Youth Services Program. The Program will provide employment and training services for eligible 14-24 years old participants following Workforce Innovation and Opportunity Act (WIOA) guidelines. This will include complex professional and administrative work under the general supervision of the Director of Workforce Development.Specific Duties and Responsibilities & Essential Functions:Prepare and implement the annual work plan for the Youth Services Program which will coordinate employment placement, retention and career services to WIOA youth participants. This includes a variety of workforce development activities such as training, assessment, referral, case management, program information, case management and employer outreach.Manage staff and volunteers, including establishing priorities and scheduling, in a team environment. Employee development/training, systems monitoring and tracking progress benchmarks will also be essential.Work collaboratively with stakeholders, volunteers and the business community to maximize education and employment opportunities for Youth participants.Authorize payments for services and submit invoices managing the Youth Services portion of the Region 2000 WIOA budget.Travel as appropriate throughout the region during business and non-business hours to provide Youth Services and marketing.Develop and implement strategies for delivering the fourteen required WIOA youth elements to achieve state negotiated performance outcomes.Oversee youth work experience site development, placement, training and employmentPerform other duties as requiredKnowledge, Skills and AbilitiesAbility to learn and navigate the Virginia Workforce system, including the Virginia Workforce Connection and other online databases and participant tracking systems.Ability to organize work, set priorities and determine resource requirements. Ability to work in and coordinate teams with only general supervision.Knowledge of youth education/career development opportunities and available services related to youth living in Region 2000 communities such as 4-H and Scouting.Knowledge of public financial management and budgeting.Knowledge of work-based learning for youth career development.Knowledge of youth entrepreneurship development and delivery.Strong skills related to customer services and communications.Solid skills related to public speaking, writing and communications.Must have transportation, ability to obtain a Virginia Driver’s License and satisfactory driving record.
Bachelor’s Degree is preferred in a field which can be related to the duties and expectations of the position.At least three years of supervisory experience is preferred. It is preferred that the candidate have experience with youth/young adult in a WIA/WIOA or education related government or non-profit setting.
